Speaker of Parliament Richard Msowoya has blamed lack of independence amongst government departments for the delays in decision making and justice on some crucial issues in the country.
Msowoya said government departments are represented by a single lawyer, which makes it difficult for one department to make a decision or take an action on some malpractices in the other department.
“The attorney General serves as a lawyer for the judiciary, the Executive and the Legislature which enable him or her to get an injunction from the court on many matters and this really makes it difficult for Parliament to operate freely,” he explained.
Msowoya made the remarks when delivering a public lecture at Chancellor College in Zomba.
Government embarked on an initiative of bringing parliament to the people through public lectures in order to make the people aware of how the National Assembly operates.
