Secretary to the President and Cabinet (SPC) Colleen Zamba has lamented what she calls submission of substandard cabinet papers by ministries.
In a secular addressed to Principal Secretaries and Heads of Departments, Zamba said she has noted lack of adherence to stipulated guidelines and submission deadlines.
According to Zamba, the substandard cabinet papers by ministries include that of poor presentation of issues, illegible fonts and grammatical errors.
The Secretary said Cabinet submissions must always be of high quality and beyond reproach.
She said: “I, therefore, remind you all to always work with the Cabinet Office when developing Cabinet Papers and Policy documents before they are formally submitted to Cabinet and relevant Cabinet Committees for consideration.”
She says this is because the standards form basis for cabinet decisions, action minutes and, consequently Government records.
“To ensure consistency and legibility, you are further advised to use Arial font size 14 and single spacing in all Cabinet documents,” Zamba said.
In addition, the SPC has urged the Ministries to cooperate with her office to ensure that Cabinet submissions are of high standard and quality.
Zamba has since cautioned that substandard submissions will be rejected and sent back.
